Well, in my country (Chile) if you posess something for a determined period of time and if you fulfill some legal requierments the property of the thing is passed to you, from what I understand the system is the same in the Common law tradition countrys (In other words, in the USA and in every other country wich legal system is derived from de English one). I don't know if there is something like the "Finders keepeers" law (I doubt), but it is a valid legal principle. Anyhow, for this case it does not fulfill the legal principles if the dog is really the property of the one who's making the question neightbor.
