Well, in my country (Chile) if you posess something for a determined period of time and if you fulfill some legal requierments the property of the thing is passed to you, from what I understand the system is the same in the Common law tradition countrys (In other words, in the USA and in every other country wich legal system is derived from de English one). I don't know if there is something like the "Finders keepeers" law (I doubt), but it is a valid legal principle.
Anyhow, for this case it does not fulfill the legal principles if the dog is really the property of the one who's making the question neightbor. If you want to know more about the subject, you can check wikipedia's (http://en.wikipedia.org/wiki/Lost,_mislaid,_and_a... article about the subject.

There actually is a Finders Keepers Law. It comes from the Homestead Act during the Civil War and still has some legitimacy today.

wow... I dont know rather to call this question a fail or a flunk...DUDE GO BACK TO ELEMENTARY SCHOOL! Apparently someone forgot to show this dude that this "law" only applies to little kids about half his size. -_-
